General Lavigne, NATO Supreme Allied Commander Transformation, attends the Relinquishment of Office Ceremony for the Chairman of the Joint Chiefs of Staff

Arlington, Virginia. In a display of the enduring Euro-Atlantic partnership, French General Philippe Lavigne, NATO’s Supreme Allied Commander Transformation, attended the Relinquishment of Office and Retirement Ceremony for Chairman of the Joint Chiefs of Staff, General Mark Milley.  Hosted by the United States Secretary of Defense, Lloyd Austin, at Joint Base Myer Henderson Hall, both the U.S. President, Joe Biden, and Vice President of the United States, Kamala Harris, were also in attendance.

General Lavigne’s presence served as a powerful affirmation of the unity and collaboration that have long defined NATO and the transatlantic partnership. Leading one of two NATO Strategic Commands, with the unique distinction of being situated on U.S. territory, his attendance held profound significance. It symbolized the close connections among NATO’s military leaders, a bond that takes on added importance during these challenging times of Russia’s aggressive actions in Ukraine.

General Milley’s tenure as Chairman of the Joint Chiefs of Staff has seen the United States reaffirm its dedication to NATO and the transatlantic union. Under his leadership, the Alliance has continued to evolve and adapt to meet the ever-changing security landscape. His collaboration with NATO leaders highlights the collective efforts to enhance defence capabilities and bolster deterrence in the Euro-Atlantic region.

While travelling through Europe recently, General Milley’s fellow military leaders seized the opportunity to bid farewell and commend his leadership concerning Ukraine.

“Perhaps we at this table are among the few people who can even begin to comprehend the pressure you have been under, also from the political level,” Admiral Rob Bauer of the Netherlands, Chair of the NATO Military Committee, said during a closed session of military leaders in Oslo. “At a time when your nation’s constitutional values were shaken to their core, you made sure that the U.S. military continued to embody the values and ideals of the nation.”

Bauer went on to say that Milley, “prevented many a crisis from spiralling out of control,” both in the U.S. and around the world, and continued to be an advocate for democratic values even though “there were mornings when you didn’t know if you would be fired by sunset.”

General Milley’s keen interest in the evolving nature of warfare, from historical shifts to the impact of renewed competition in the space and cyber domains, AI, and technology, aligns seamlessly with the transformational work undertaken by NATO’s Allied Command Transformation which ensures that the Alliance remains at the forefront of adapting to the ever-changing dynamics of modern warfare.

“I salute General Mark Milley for his dedicated service during a critical period in our history,” said General Philippe Lavigne. “His steadfast commitment to our values is an inspiration. I extend a warm welcome to General C.Q. Brown, confident in his leadership as NATO will accelerate change to win as a Team.”

The NATO Alliance remains a beacon of stability, security, and shared values in an ever-changing global landscape thanks to these enduring relationships. U.S. Air Force General Charles “CQ” Brown has now assumed the responsibility as Chairman of the Joint Chiefs of Staff of the United States Military.
