The fight against terrorism and the safeguarding of global security are challenges that require collaborative efforts and continuous learning. The Centre of Excellence for Defence Against Terrorism (COE-DAT) in Ankara, Türkiye, stands as a preeminent organization that addresses these challenges. As a NATO-accredited multi-national entity, the Centre plays a pivotal role in providing strategic solutions to terrorism and Counterterrorism challenges.
“Terrorism, in all its forms and manifestations, is the most direct asymmetric threat to the security of our citizens and to international peace and prosperity,” asserted Colonel Oğuzhan Pehlivan, former Director of the Centre. “Therefore countering terrorism is essential to our collective defence.”
Established in 2005, this NATO Centre of Excellence has 62 multi-national billets representing 8 NATO nations. Their primary mission is to equip key decision-makers with comprehensive insights into terrorism and counter-terrorism challenges, ensuring NATO remains prepared to tackle evolving security threats. This mission is closely aligned with NATO’s core tasks of collective defence, crisis management, and cooperative security.
The Centre of Excellence for Defence Against Terrorism employs a multifaceted approach to achieve its mission. It conducts residential and mobile education and training courses, offering a unique platform for military and civilian experts to share their knowledge. These courses, which have attracted close to 13,000 participants from over 100 countries, contribute significantly to NATO’s training initiatives, fostering interoperability and standardization across member states.
An essential highlight of the Centre’s calendar is its annual conferences and seminars that serve as a forum for sharing experiences and lessons learned from recent counterterrorism operations, analysing global trends, and projecting future challenges in terrorism and counterterrorism. The findings from these events are compiled into comprehensive reports, offering valuable insights to stakeholders.
This Centre’s significance extends beyond education and training as it acts as a repository for international, national, and NATO-shared information, analysis, and lessons learned while working in close conjunction with the NATO Joint Analysis and Lessons Learned Centre.
