A Shared Commitment to CBRN Defence; the Joint Chemical, Biological, Radiological and Nuclear Defence Centre of Excellence Trains Ukrainian First Responders

Vyškov, Czech Republic – As Ukraine continues to navigate through complex geopolitical challenges, the importance of ensuring the constant readiness of its armed forces cannot be overstated.  In response, and at the request of Supreme Headquarters Allied Powers Europe’s Partnership Directorate, in April 2024 the Joint Chemical, Biological, Radiological and Nuclear Defence Centre of Excellence conducted a training for Ukrainian first responders to such incidents. These first responders are on the frontline, facing complex and hazardous situations that require a unique set of skills and knowledge to effectively manage and mitigate risks. Due its real world and immediate importance, the successful completion of this training was the top priority of this Centre.

The result of seven months of planning was a week-long training program that provided a holistic approach to chemical, biological, radiological and nuclear preparedness. The course was split between theoretical lectures and practical, hands-on training.

The Joint Chemical, Biological, Radiological and Nuclear Defence Centre of Excellence is the leader in the field of defence against these threats, significantly assisting NATO, nations, and partners in addressing future threats and challenges. The Centre is unique in its contribution to the Alliance by providing technical and scientific chemical, biological, radiological and nuclear support to Allied Command Operations and other elements of the NATO Command Structure. Chemical, biological, radiological and nuclear subject matter experts help develop planning processes which not only cover four pillars (Education and Training, Doctrine Development & Standardization, Analysis & Lessons Learned, and Concept Development & Experimentation) but also provide direct support to operations.

Training partner nations, like Ukraine, carries additional challenges, but the Joint Chemical, Biological, Radiological and Nuclear Defence Centre of Excellence has considerable experience doing so given previous training they provided for a number of countries in the Middle East and North Africa. This time trainees came from throughout Ukraine, with only a few having worked together prior to this training. To help facilitate the training, the Centre had two Ukrainian interpreters, whose help made all the difference in training effectiveness, allowing the instructors to provide clear instructions on complex scenarios. The instructors rigorously challenged trainees by exposing them to realistic scenarios demanding the use of full personal protective equipment, including self-contained breathing apparatus gear. The trainees therefore had to work as a team in this notionally toxic environment, mandating excellent cooperation.

Chemical, biological, radiological and nuclear training is essential for Ukrainian forces to effectively counter the threat of such incidents. By enhancing their preparedness, protecting personnel, and enabling an effective response, this training plays a crucial role in strengthening Ukraine’s defence. With continued international assistance and support, Ukrainian forces can further enhance their capabilities, ensuring the safety and security of the country and its people.

Beyond training, this Centre of Excellence is dedicated to a broad range of chemical, biological, radiological and nuclear related activities. Later this year they will host two major events that are critical collaboration opportunities within this field: The Joint Chemical, Biological, Radiological and Nuclear Defence Centre of Excellence Annual Conference and the Chemical, Biological, Radiological and Nuclear Defence and Hazard Protection and Assessment Capability Community Conference. Both are designed to provide a platform for engaging discussions involving key stakeholders from across the Alliance in order to further enhance capabilities.
