Today NATO’s Joint Analysis and Lessons Learned Centre (JALLC), a key subordinate command of Allied Command Transformation, held its Change of Command ceremony in Lisbon, Portugal. Brigadier General Cristinel-Dumitru Colibaba of the Romanian Army assumed command from Commodore António Neves Correia of the Portuguese Navy. The ceremony was presided over by Major General Constantin-Adrian Ciolponea, Allied Command Transformation’s official representative in Europe, underscoring the Centre’s importance within NATO’s strategic transformation enterprise.
Representatives from NATO entities in Portugal and national authorities attended the event, including Portuguese Deputy Minister of Defence Dr. Álvaro Castelo Branco, Secretary of State Assistant for National Defence Policy Dr. Nuno Pinheiro Torres, and Major General Bogdan Cernat, former JALLC Commander and representative of the Romanian Chief of Defence.
Commodore Neves Correia’s tenure at JALLC was marked by meaningful contributions to NATO’s ability to learn and adapt. Under his leadership, the Centre supported the Alliance’s efforts to draw insights from Russia’s war against Ukraine, played a foundational role in establishing the Joint Analysis Training and Education Centre, and advanced the NATO Lessons Learned 360° concept, an initiative designed to extend the Alliance’s learning processes beyond its own structures to include lessons from partners and external organizations. Reflecting on his time in command, he remarked with pride: “We execute customer orientated projects with military relevance; we deliver useful products with real practical application that identify how NATO can adapt and improve; we contribute to exercise realism through analysis of real-world situations.”
Brigadier General Colibaba brings a deep operational and academic background to the role. With a Ph.D. in Military Studies and a Bachelor’s degree in law, he has held senior command and staff positions in Romania, including Deputy Commander of the Land Operational Component Command and Chair of its Lessons Learned Board. His professional experience and intellectual rigor align directly with Allied Command Transformation’s expectations for innovation, agility, and operational relevance.
Referencing the Vision and Intent recently issued by Supreme Allied Commander Transformation (SACT), Admiral Pierre Vandier, Brigadier General Colibaba stated: “I have understood that Admiral Vandier wants us to be bold in thinking, fast in delivery, and unified in purpose. I intend to meet his intent for Allied Command Transformation and I am committed to ensuring that the JALLC continues to meet his expectations as our Strategic Command strives to enable the transformation of the Military Instrument of Power: as SACT himself put it, from foresight to warfight.”
