Norfolk, Virginia — Today, NATO’s Allied Command Transformation held a formal Change of Responsibility ceremony at the Joint Forces Staff College, marking the transition of the role of Deputy Supreme Allied Commander Transformation from General Chris Badia of the German Air Force to General Aurelio Colagrande of the Italian Air Force.
Honoring General Chris Badia
General Chris Badia has served with distinction as Deputy Supreme Allied Commander Transformation since July 2022, navigating NATO’s military adaptation through one of the most complex and dynamic periods in the post–Cold War era. A seasoned fighter pilot and strategic leader, General Badia’s tenure was defined by a deliberate focus on interoperability, efficiency, and meaningful transformation. Reflecting on the pace and direction of change under his leadership, General Badia noted:
“If you want to succeed you have to have speed. But it’s not only in this headquarters, we have been moving at warp speed across NATO. Coming out of the Washington Summit, we adjusted our overall approach as we moved forward. Our understanding of resilience, particularly whole-of-state resilience, became much clearer. At Allied Command Transformation we anticipated this shift, and naturally, our national industrial bases must evolve alongside it.”
One of General Badia’s most significant contributions was his leadership in aligning NATO’s strategic commands (Allied Command Transformation, Allied Command Operations, NATO’s International Staff and International Military Staff) around a transparent and results-driven approach to the NATO Defence Planning Process. Amidst the most volatile security landscape in decades, he led intensive and inclusive consultations with Allied nations that culminated in the agreement on NATO’s Capability Targets 2025. This effort helped secure renewed Allied commitment to increased defence spending, formalized at the NATO Summit in The Hague last month. His efforts ensured the coherence of NATO’s long-term force development with the Alliance’s political will and strategic realities.
In parallel, General Badia also recognized the need to strengthen Allied Command Transformation from within. Driven by a commitment to excellence, he launched a comprehensive internal process optimization initiative, establishing a dedicated team to map, assess, and streamline internal workflows. This initiative has already led to lasting improvements in effectiveness and efficiency, setting in motion a culture of continuous advancement that will outlast his tenure. His legacy is visible not just in external policy and capability alignment, but also in how Allied Command Transformation operates day to day.
General Badia departs Allied Command Transformation with the respect and gratitude of the Command and the wider NATO community. His leadership sharpened Allied Command Transformation’s strategic relevance and operational credibility in a time when adaptation could not wait.
Welcoming General Aurelio Colagrande
Succeeding General Badia is General Aurelio Colagrande, a highly respected senior officer with more than four decades of service in the Italian Air Force. A graduate of the European NATO Joint Jet Pilot Training Programme and a veteran of operations over the Balkans, General Colagrande has held a series of prominent leadership positions, including Commander of the 46th Air Brigade, Chief of Staff of the Air Operations Command, and Deputy Chief of Staff of the Italian Air Force.
He has also represented Italy in key international programmes, including as national representative to the Joint Strike Fighter Program Office in Washington, D.C. His operational experience, combined with deep expertise in aeronautics, logistics, and education and training, positions him well to assume the responsibilities of Deputy Supreme Allied Commander Transformation. Looking ahead to the challenges and opportunities of the role, General Colagrande expressed both determination and urgency:
“I’m ready to spend all of my energies here because I know the task in front of me is extremely important. I know that the NATO Defence Planning Process is a very important activity and process, even more so at the present time. All of us are the main actors in the transformation that I believe is going to accelerate driven by the pledge from most of our nations to spend a lot more on defence.”
Continuity of Purpose
The ceremony today honoured both legacy and continuity. As NATO confronts accelerating technological change and a rapidly shifting security environment, the role of Allied Command Transformation remains essential to ensuring that Allied forces are not only ready for today’s challenges but are prepared for tomorrow’s threats. With General Badia’s foundational work as a springboard and General Colagrande’s proven leadership and strategic vision, the Command is well poised to continue driving the Alliance’s military transformation forward.
