This realization has propelled NATO into a comprehensive Digital Transformation journey. By 2030, NATO’s Digital Transformation will facilitate Multi-Domain Operations, ensuring interoperability, heightened situational awareness, and data-driven decision-making. It is a critical enabler of the solutions required to combat future military challenges, ensuring the Military Instrument of Power remains adaptable and ready.

By embracing this transformation, adapting our Command and Control structures, and ensuring sustained political support to our Digital Transformation ambitions, we safeguard the future security and stability of our alliance.”
In this transformative journey, NATO Allied Command Transformation plays a key role in NATO’s Digital Transformation as the primary lead and support provider to a total of 36 out of 54 Lines of Effort in the NATO Digital Transformation Implementation Strategy, which was approved at the June 2023 NATO Defence Ministers meeting. This strategy guides the Alliance’s transformational journey in the pursuit of a digital-ready workforce, digitally-enabled processes, and advanced technology solutions.
Central to this transformation are six foundational elements of Digital Transformation in support of Multi-Domain Operations. These include enhancing situational awareness through synthetic environments, orchestrating operational effects, embedding risk management and digital mission assurance, adopting new capabilities, aggregating data, and bolstering security and the protection of personal data. Most notably, NATO Allied Command Transformation is the main contributor in delivering a secure and scalable cloud environment to serve as the foundation of the Digital Backbone and to enable Multi-Domain Operations. These elements will underpin NATO’s operational prowess across all domains.
It is critical to acknowledge that legacy communication and information systems pose a risk to NATO’s competitive edge. The NATO digital environment requires modernization, optimization, and transformation to accommodate vast data management and exploitation approaches needed to pursue a comprehensive Digital Transformation. The development of NATO’s Digital Backbone aims to enhance and adapt existing services and capabilities, by providing the technical means to ensure universal connectivity and data transport across the domains.
As always, collaboration among NATO Allies is paramount. New mechanisms for cooperation, standardized processes, and policies for automation and digital environments must be approved. This harmonized approach will lead to an enterprise digital architecture which streamlines efforts and prioritizes transformational goals.
A fundamental shift in culture and mindset is imperative for a comprehensive Digital Transformation. Developing an understanding of contemporary technological possibilities and providing ongoing education to staff are vital drivers for a successful workforce transition. NATO will further invest in initiatives that enhance digital capabilities, broadens the skills of its personnel and prioritizes the recruitment of individuals with advanced digital expertise.
