A Multinational Platform for Counter-Terrorism Expertise 

The Defence Against Terrorism Centre of Excellence is a NATO-accredited, multinational institution supported by seven member nations: Albania, Germany, Hungary, Italy, Romania, Türkiye, and the United States. Serving as NATO’s primary hub for counter-terrorism expertise, the Centre operates independently from the NATO Command Structure, granting it the flexibility to support the Alliance’s strategic objectives while engaging with a broad network of partners. 

This operational independence allows the Centre to collaborate with academic institutions, think-tanks, independent researchers, international organizations, NATO partners, and other Centres of Excellence. Through these partnerships, the Centre provides subject-matter expertise on counter-terrorism related matters and contributes directly to NATO’s long-term military transformation. 

Terrorism, in all its forms and manifestations, remains a persistent and evolving threat to NATO and its partners. The Centre supports the Alliance by fostering awareness, advancing collaborative strategies, and promoting a comprehensive understanding of terrorism’s changing nature. Its work includes identifying emerging trends, assessing risks, and shaping effective responses. A core aspect of the Centre’s approach is the integration of diverse perspectives, drawing on the experiences of various stakeholders to inform adaptable and inclusive solutions. 

Building Interoperability Through Education, Dialogue, and Innovation 

Since its establishment in 2005, the Centre has employed a multifaceted approach to fulfilling its mission. It conducts residential, online, and mobile training activities, having educated more than 15,000 participants from over 120 countries. These efforts enhance interoperability among NATO and partner nations and support a shared understanding of counter-terrorism tactics, threats, and responses. 

The Centre also engages global audiences through podcast episodes on emerging counter-terrorism topics and organizes annual conferences and seminars to examine trends, share lessons, and anticipate future challenges. Key insights are compiled in reports that inform NATO’s broader counter-terrorism policies. 

Beyond training and education, the Centre acts as a knowledge hub, consolidating NATO, national, and international counter-terrorism research. It works closely with the NATO Joint Analysis and Lessons Learned Centre to gather and share best practices, supporting realistic and responsive counter-terrorism planning across the Alliance.

Strategic Engagement for a Safer Tomorrow 

Later this year, the Centre will host its flagship Terrorism Experts Conference, gathering policymakers, academics, and practitioners to explore radicalization, foreign terrorist fighters, and the impact of disruptive technologies. This event, along with the Executive-Level Defence Against Terrorism Seminar, continues to serve as a cornerstone of NATO’s strategic engagement on counter-terrorism, strengthening operational cohesion and insight across the Alliance. 

The Defence Against Terrorism Centre of Excellence remains a critical contributor to NATO’s evolving counter-terrorism posture. Through its global partnerships, research leadership, and commitment to education, the Centre helps the Alliance anticipate, adapt to, and mitigate the threats of tomorrow.
