Established in 2015, the NATO Counter Intelligence Centre of Excellence (CI COE) marks its tenth anniversary this year, reflecting a decade of steady advancement in NATO’s counterintelligence posture. Born from an agreement signed by ten Allied nations and NATO Allied Command Transformation, the Centre was founded to improve interoperability, bolster doctrine, and reinforce the Alliance’s resilience against counterintelligence threats.
Hosted in Krakow, Poland, the Counter Intelligence COE has grown into NATO’s primary institution for military counterintelligence expertise. It plays a vital role in shaping Allied capabilities to detect, deter, and counter foreign intelligence threats, while providing the intellectual foundation needed to adapt to a volatile security environment.
Driving Interoperability and Education
The CI COE supports all four core functions of NATO’s Centre of Excellence framework. It leads the development of counterintelligence doctrine, provides advanced education and training, supports NATO operations, and promotes interoperability through concept development and experimentation.
Education and training remain central to its mission. The Centre delivers a range of in-residence courses in Poland and Slovakia, tailored seminars, and mobile training events that are adaptable to national needs. As the Department Head for Counterintelligence Education and Training, the Centre provides strategic leadership in harmonizing standards and practices across the NATO enterprise.
Advancing Doctrine and Operational Readiness
The Centre oversees two key NATO publications that provide the doctrinal foundation for counterintelligence operations in NATO-led missions. It contributes directly to shaping Allied policy, doctrine, and procedures through expert analysis and recommendations that support both strategic planners and operational forces.
It also provides subject matter expertise during NATO’s primary counterintelligence exercise and maintains close cooperation with academic institutions, other Centres of Excellence, and NATO counterintelligence entities. These partnerships ensure NATO counterintelligence remains agile, informed, and aligned with evolving threats.
Evolving with the Threat Landscape
As counterintelligence remains a national responsibility outside of operations, the Counter Intelligence COE fills a crucial role in ensuring NATO has the tools, training, and expertise required to integrate national capabilities into multinational efforts. The Centre’s team continues to adapt and refine its offerings to meet the Alliance’s growing and diverse requirements.
Looking ahead, the Centre is embracing new initiatives that reflect the rapidly changing nature of the security environment. Current efforts are focused on understanding the implications of artificial intelligence, cyber threats, and the growing influence of digital ecosystems on intelligence operations.
Ten Years of Impact, and a Future of Innovation
What began ten years ago as a collaborative initiative among a handful of nations has matured into an essential contributor to NATO’s operational readiness. The Centre serves as a hub for cutting-edge research, doctrinal development, and strategic education. It strengthens Allied interoperability and deepens partnerships across the counterintelligence community.
As the international threat environment continues to evolve, the Counter Intelligence Centre of Excellence remains focused on innovation, collaboration, and operational impact, ensuring NATO is prepared to counterintelligence threats now and into the future.
