Born in Teruel on September 1st 1960. Admitted into the Air Force Academy in September 1978. Promoted to Lieutenant in July 1983, to Captain in July 1986, to Major in January 1993, to Lieutenant Colonel in July 2001, to Colonel in July 2010, to Brigadier General in May 2014 and to Major General on the 19th of December 2017.

Graduated from the US Air War College in 2009 and from the Spanish Air Staff College in February 1997. In 2001, he completed the NATO Staff Officers Orientation Course at the NATO School Oberammergau and graduated in International Higher Studies.

Transport Pilot, Paratrooper and Physical Education teacher; he has attended many other courses related to his career.

Firstly posted at the "Plus Ultra" Squadron of H.M. The King's Household Military Chamber. He actively participated in the academic education of H.M The King, both at the Air Force Academy and the Spanish War College.

He has developed his Educational Activity at the Air Force Academy in two different periods, from 1986 to 1991 and from 1994 to 1998; later at the Superior School of the Air Force from 1998 to 1999, and at the Spanish War College from 1999 to 2001. This activity was completed as Air Force Non- Commissioned Officers Academy Director from 2011 to 2014 and as Deputy Director of the Air Force Education from 2014 to 2017.

The advice and support commitments have been the common factor in most of his posts: Staff of the Parachute School, Central Staff of the Air Force Academy, Secretariat of Studies at both, the Air Force Superior School and the Spanish War College, the Directive Body of the Directorate General of Defence Policy, the Cabinet of the Chief of Defence, and finally as Programme Section Leader of the Air Force Plans Division.

As Staff Officer, apart from his educational and advice commitments, he directed his efforts to the Security and Defence Policy and International Relations. He developed this expertise during his posts at the Directorate General of Defence Policy and at the NATO Permanent Representation in Brussels.

Twice awarded the Air Force Cross of Merit and the Army Cross of Merit; also the Navy Cross of Merit and the Spanish Civil Guard Order of the Cross of Merit and the Order of the Falcon from Iceland.

He language proficiency levels, as per the STANAG 6001, are 4.3.4.3 in English (permanent) and 4.2.4.2 in French.

General Muñoz is married to Beatriz. They have a son and a daughter.
