NATO Marks Milestones in Land Command and Control Modernization

The NATO Communications and Information Agency in partnership with Systematic GmbH has formally marked Initial Operating Capability for project DEMETER, a key initiative aimed at strengthening NATO’s Command and Control capabilities in the land domain.

Under a contract signed with the NATO Communications and Information Agency in 2024, the project includes the deployment of SitaWare Headquarters across NATO sites, its integration into the Alliance’s operational command frameworks, user training and long-term support. The system supports NATO’s transition towards more agile, data-driven decision-making by strengthening Command and Control infrastructure across the land domain and enabling NATO land forces to share accurate, real-time data in dynamic and contested environments.

This achievement reflects years of close cooperation and collaboration across the NATO enterprise. Allied Command Transformation spearheaded the capability’s conceptualization and validation, ensuring alignment with evolving operational needs and NATO’s broader digital transformation agenda. Equally critical, the NATO Communications and Information Agency led the delivery of technical implementation, integration, and rollout—enabling timely realization of the capability.

The declaration of Initial Operating Capability confirms software installation, testing and training of NATO land forces at two primary NATO locations, namely Allied Land Command in Izmir, Türkiye, and Joint Force Command in Brunssum, the Netherlands.

Focus now shifts towards achieving Final Operating Capability by end-March 2026. This phase includes the installation of the software at further NATO sites, enhanced interoperability with existing NATO software capabilities as well as delivery of tailored training material. Progress remains on-track with software installations already completed at the Joint Warfare Centre, Joint Force Command Naples and Joint Force Command Norfolk.

On 18 June 2025, officials from NATO, the NATO Communications and Information Agency and Systematic, met at NATO Headquarters in Brussels, Belgium, to mark the milestone. The NATO Communications and Information Agency General Manager Ludwig Decamps and Founder and Chairman Michael Holm attended the event.

The declaration of Initial Operating Capability marks a significant step in NATO’s ongoing efforts to modernize land Command and Control capabilities. Sitaware is a robust, interoperable solution, developed hand-in-hand with NATO Communications and Information Agency and NATO Allies, that will help strengthen our ability to operate together in the current complex environment.

The DEMETER capability is fully compliant with Federated Mission Networking standards and supports seamless data exchange among NATO forces and partners, enabling faster decision-making and improved operational coordination in multi-domain operations. The NATO Communications and Information Agency continues to collaborate closely with industry to deliver solutions that maintain the Alliance’s technological edge and competitive advantage across all domains.
