Enhancing NATO’s Multi-Domain Operations: The Role of the Mountain Warfare Centre of Excellence

Established in 2015 in Begunje na Gorenjskem, Slovenia along with founding members from Croatia, Germany, and Italy, the Mountain Warfare Centre of Excellence has since grown to include the Czech Republic, Poland, and Romania, with Montenegro in the process of joining Sponsoring Nations, while Austria joined as a Contributing Partner. This multinational organization is a NATO-accredited Centre of Excellence and has established itself as a vital contributor to the Alliance’s capabilities.
One of its most noteworthy achievements has been the integration of mountain warfare into NATO’s operational and warfare development. Recognizing the need to address mountain warfare more comprehensively, the Centre has focused on training, standardization, common terminology, and conceptual development in this specialized field. This effort culminated in the promulgation of the Mountain Warfare Training Publication in 2020, which was ratified by 26 NATO nations, and the Centre’s designation as the custodian of the NATO’s “Conduct of Land Tactical Operations in Mountainous Environment” instruction.
Furthermore, the Centre’s development of the Mountain Warfare Capstone Concept has been a pivotal step towards increasing NATO’s capabilities. Submitted to the Military Committee in 2023, this concept has the potential to shape future military operations by incorporating multi-domain operations in mountainous terrains. In an era where conflicts span beyond traditional territories, the Centre’s proposal for the Multi-Domain Operations Concept in Mountainous Environment is particularly salient. NATO-accredited Centres of Excellence are (multi-) nationally established and sponsored entities, which offer recognized expertise and experience within a defined subject matter area to the benefit of the Alliance.
