NATO Cyber Coalition 2025: Advancing Cyber Defence and Strengthening Alliance Resilience

The cyberspace domain remains an ever-evolving area of contest and confrontation, with NATO and its Allies continuing to encounter a relentless stream of cyber threats. From low-level phishing attacks to highly sophisticated cyber espionage campaigns, NATO faces malicious cyber events every day, targeting critical infrastructure, military operations, and government services. As the scale and complexity of cyber threats grow, the Alliance is steadfast in its commitment to enhancing resilience and ensuring collective defence. 

Cyber Coalition 2025, NATO’s premier cyber defence exercise and one of the largest of its kind globally, stands as a testament to this dedication. The exercise continues to play a vital role in fostering collaboration, driving innovation, testing cybersecurity readiness, and advancing the Alliance’s strategic transformation in the digital domain. This annual gathering has evolved into a cutting-edge platform where representatives from NATO commands, Allied nations, partner countries, and organizations reach new heights in their ability to protect networks, respond to cyber incidents, and conduct seamless operations in cyberspace. The 2025 edition ran from 28 November to 4 December, gathering 1,300 cyber defenders from 29 NATO Allies and seven partner nations.

Moving the Needle on Cyber Defence: Allied Command Transformation’s Role in Cyber Coalition 2025 

As NATO’s dedicated transformational command, Allied Command Transformation leads the Alliance’s efforts to anticipate future challenges and develop innovative solutions across all domains, including cyberspace. Cyber Coalition 2025 represents a cornerstone of Allied Command Transformation’s cyber-focused experimentation campaign, placing robust emphasis on using collaboration and emerging technologies to modernize and enhance NATO’s cyber capabilities. 

During the exercise, Allied Command Transformation oversaw a sophisticated series of seven realistic scenarios that challenged participants to manage a range of advanced cyber incidents. These simulations mirrored real-life challenges, such as cyberattacks on critical national infrastructure, space-related vulnerabilities, operations disruption, and malicious activity within backup systems. By testing participants’ ability to combat complex situations involving multiple threat actors, Allied Command Transformation leverages experimentation as a transformational tool, propelling NATO’s cyber capabilities forward. 

Allied Command Transformation’s initiatives included integrating innovative concepts such as the Virtual Cyber Incident Support Capability, a mechanism that enables rapid collaboration between NATO Commands and Allies to counter cyber intrusions and respond cohesively in times of crisis. Such experimental frameworks ensure that NATO’s cyber defenders stand prepared to navigate future challenges and adapt to emerging threats.

Enhancing Resilience through Collaboration and Capability Building 

One of Cyber Coalition’s core achievements is fostering trust and shared expertise across NATO and partner nations that contribute to its efforts.
