NATO Centres of Excellence – Combined Joint Operations from the Sea (CJOS COE)

NORFOLK, VA – The NATO Combined Joint Operations from the Sea Centre of Excellence serves as a beacon for naval operations throughout the Alliance, providing collaboration, innovation, experience, expertise, and best practices to NATO’s naval forces. Located in Norfolk, NATO’s home in North America, the NATO Combined Joint Operations from the Sea Centre of Excellence is the only Centre of Excellence in the United States, preparing NATO forces for the naval challenges of today and tomorrow.

The NATO Combined Joint Operations from the Sea Centre of Excellence focuses on the combined joint maritime environment, serving as a key enabler in the drive for improved maritime capabilities and concepts. Established in 2006, the NATO Combined Joint Operations from the Sea Centre of Excellence is the only Centre of Excellence in the United States, located in Norfolk, Virginia, and is currently led by Vice Admiral Daniel Dwyer, who also is commander of the Joint Force Command, Norfolk.

Currently program efforts are built around six Lines of Effort:

  • Driving Interoperability, Integration, and Force Development
  • Multi-Domain Integration
  • Support of the Alliance’s Development and Integration of Amphibious Capabilities
  • Development of Innovative Technologies
  • Better Understanding of Maritime Domain Challenges and Competitors
  • Administrative Support and Coordination

The NATO Combined Joint Operations from the Sea Centre of Excellence will soon be publishing the 2023 edition of Cutting the Bow Wave. This publication is an annual magazine that features articles, insights, and discussions from the Centre, including expert commentary from senior maritime officers and academic partners. Covering some of the most important issues that affect NATO’s maritime considerations, topics include naval power competition, the Russian invasion of Ukraine, Arctic challenges, and capabilities from the addition of Finland and Sweden.

I hope it will also encourage discourse between Alliance warfare professionals, not least because I strongly believe we must work, think and problem solve together if we are to overcome the challenges in front of us,” shared Vice Admiral Dwyer.
