Strengthening NATO Command and Control Across Domains 

The NATO Command and Control Centre of Excellence, based in Utrecht, The Netherlands, plays a central role in shaping how the Alliance plans, directs, and synchronizes operations across all domains. As the only NATO-accredited organization dedicated solely to this joint function, the Centre provides expertise that spans operational and higher tactical levels. Its work serves as a catalyst for innovation, strengthening NATO’s ability to command and coordinate across domains and missions. 

Research, Exercises, and Operational Integration 

The Centre leads efforts to improve interoperability and accelerate transformation by conducting research, analysis, and experimentation. It connects military and civilian stakeholders, exploring future-oriented solutions, including initiatives such as Federated Mission Networking. Regular contributions to NATO exercises like Steadfast Deterrence and Steadfast Duel ensure that the Centre’s insights remain grounded in operational relevance. 

Convening Strategic Dialogue in a Digital Era 

Beyond exercises, the Centre acts as a hub for dialogue and knowledge exchange. Participation in international forums, workshops, and symposia facilitates collaboration and the sharing of emerging perspectives. While annual in-house conferences provide a platform for deeper reflection on complex challenges, last year’s event examined decision-making in Multi-Domain Operations, questioning whether current structures can keep pace with global and technological change.  

This year’s theme, “Command and Control in the Digital Age: Accelerating NATO Command Control Transformation to Deter in the Continuum of Competition” focuses on sustaining Decision Advantage amid an increasingly contested and interconnected environment. Effective command now depends on the ability to operate in real time across land, air, maritime, space, and cyberspace domains with seamless coordination among institutions and experts. The upcoming conference will bring together military and civilian thought leaders for plenary sessions, panels, and interactive discussions aimed at identifying practical paths forward. 

Advancing Education and Strategic Thinking 

As part of its education and training mission, the Centre serves as Department Head for the Operations Planning, Operations Assessment, and Alternative Analyses discipline. This role includes designing and overseeing a coherent programme to meet NATO’s evolving education and training needs. Recent efforts include the development of advanced distributed learning modules and hybrid workshops on foundational command and control principles. 

The Centre also contributes to NATO’s intellectual edge through its publications and podcast series. In collaboration with the Canadian Joint Warfare Centre, it recently launched the Annals of Command and Control, a peer-reviewed journal focused on scholarly research in military command. 

Bridging Academic Insight with Operational Reality 

Recognizing the importance of academic engagement, the Centre has taken steps to connect scholars with operational commanders. A growing network of partnerships, formalized through Letters of Cooperation, supports joint research, workshops, and the sharing of real-world insights by building a community of practice with direct relevance to current and future operations. 

As a key contributor to NATO’s Cross-Domain Command Concept, the Centre supports the Alliance’s transition to a more agile, effects-driven approach to operations. This effort reflects a broader cultural shift from rigid control structures to more adaptive orchestration of military activity. With the concept now under review by the NATO Military Committee, the Centre continues to guide its implementation as part of the Warfare Development Agenda. 

The NATO Command and Control Centre of Excellence remains focused on fostering innovation, strengthening partnerships, and delivering practical capabilities to support decision-makers and enhance the Alliance’s operational effectiveness.
