NATO's Strategic Warfare Development Command

From Strategy to Action: Collaboration Between NATO’s Two Strategic Commands Ensures Future Readiness

May 9, 2024

Admiral Joachim Rühle, Chief of Staff of the Supreme Headquarters Allied Powers Europe, recently visited Allied Command Transformation in Norfolk, Virginia. This visit highlighted the critical collaboration between NATO’s two strategic commands in ensuring NATO’s military preparedness for the future.

Admiral Rühle’s visit began with discussions with Allied Command Transformation’s Chief of Staff, Admiral Guy Robinson. The focus then shifted to in-depth briefings on several key areas shaping NATO’s future: Multi-Domain Operations, the Cross Domain Command Concept, and the NATO Defence Planning Process.

Multi-Domain Operations: A New Era of Warfare

The concept of Multi-Domain Operations recognizes that future conflicts will likely span multiple domains – land, sea, air, cyber, and space. This necessitates a shift from traditional, domain-specific approaches to a more integrated warfighting strategy. Allied Command Transformation is at the forefront of developing this concept, ensuring NATO forces can seamlessly operate across domains and achieve a unified effect.

Cross Domain Command: Orchestrating for Success

To facilitate effective Multi-Domain Operations, NATO is developing the Cross Domain Command Concept. This concept moves away from a centralized control model and emphasizes collaboration across domains. It fosters a culture of mission command, enabling commanders to orchestrate activities across domains and empower warfighters to make decisions closer to the action.

Innovation Hub: Fostering Solutions for Modern Challenges

Admiral Rühle was also briefed on Innovation and Experimentation at Allied Command Transformation, which are critical drivers of creative solutions for NATO’s evolving needs. The “Innovation Continuum” was highlighted as a strategic initiative by Allied Command Transformation which delivers tangible outcomes through the experimentation and demonstration of cutting-edge Science and Technology solutions. This series of events presents a unique opportunity for NATO enterprise bodies and nations to collaborate with Allied Command Transformation, enhancing the value of Science and Technology products in Warfare Development through joint efforts. Additionally, the “Innovation Hub” was discussed where it was described as a collaborative think-tank that brings together diverse perspectives to generate innovative solutions that empower troops, optimize processes, and accelerate development.

Shaping NATO’s Future: The Defence Planning Process

Allied Command Transformation plays a crucial role in NATO’s Defence Planning Process. Through rigorous military analysis, NATO’s strategic warfare development command helps determine the Alliance’s Minimum Capability Requirements and crafts Capability Target Packages. These packages guide nations in developing the military capabilities necessary to meet NATO’s strategic goals.

Collaboration for Success: Allied Command Transformation and Operations

Admiral Rühle’s visit underscores the vital partnership between Allied Command Transformation and Allied Command Operations. While the latter focuses on the planning and execution of current missions, the former ensures NATO’s military structure and capabilities remain relevant and adaptable. As NATO’s two strategic military commands, together they equip NATO with the tools and strategies to address current and future security challenges. Admiral Rühle’s visit signifies the ongoing commitment to collaboration within NATO’s military leadership, ensuring the Alliance remains a steadfast force for security and stability in the years to come.
