NATO Wraps Up 2024 Lessons Learned Conference with Focus on NATO 2030 Efforts

The 2024 NATO Lessons Learned Conference recently concluded, after two days of presentations and discussions centred on the theme: “NATO Lessons Learned Capability Development in Support of NATO 2030 Efforts.” Participants convened in Lisbon, Portugal, to delve into these crucial topics.

The conference featured three main panels addressing this year’s theme, along with updates and spotlights on specific nations and topics. Key NATO and national leaders took the stage to share insights on how Lessons Learned relates to interoperability, Digital Transformation, and Capability Development.

Digital Transformation and Lessons Learned

The opening panel, “Lessons Learned in the Digital Transformation Age,” featured Rear Admiral Nick Wheeler, Director of NATO Headquarters’ Digital Staff. He emphasized the critical role of Lessons Learned in achieving NATO’s strategic goals for digitalization. The panel explored three key intersections:

  • How existing Lessons Learned can inform NATO’s digital transformation efforts;
  • What new lessons need to be captured, analysed, and incorporated from the ongoing digital transformation;
  • How NATO’s Lessons Learned Capability itself can be enhanced by digital technologies.

Enhancing Alliance Learning Through Lessons Learned Sharing

The second panel, “Enhancing Alliance Learning Through Lessons Learned Sharing and Interoperability,” highlighted the importance of incorporating past lessons into current and future endeavours. Experts discussed the following aspects:

  • The vital role of interoperability in sharing Lessons Learned across the Alliance;
  • Lessons Learned standardization as a driving force for improved sharing;
  • The challenges of LL interoperability from a national perspective.

Lessons Learned for Future Capabilities

The final panel, “NATO Lessons Learned Capability Development in Support of Other NATO Capabilities,” stressed the importance of generating suitable lessons to inform the next generation of NATO’s capabilities. Discussions centred around:

  • How the overall Capability Development framework integrates Lessons Learned;
  • New methods for identifying and collecting lessons from exercises to support their implementation in various Capability Development programmes.

A highlight of the conference was Mr. Stanislav Haider, Deputy Minister of Defence of Ukraine, who joined via video conference. He shared valuable insights into how Ukraine is collecting and utilizing Lessons Learned from the ongoing war. Representatives from the European Union Military Staff and NATO’s Joint Analysis Lessons Learned Centre also offered their perspectives on capturing lessons from Russia’s war in Ukraine.

The conference provided a valuable forum for NATO and its member nations to share experiences and best practices in capturing and putting Lessons Learned to effective use. The insights gained will undoubtedly contribute to NATO’s ongoing transformation and preparedness for future challenges.
