NATO's Strategic Warfare Development Command

The NATO Innovation Continuum is a strategic initiative led by NATO Allied Command Transformation, in participation with Academia, Industries, and Nations, that aims to accelerate the adoption of emerging and disruptive technologies within the Alliance. The Innovation Continuum coheres, aligns, and focuses Innovation efforts, from first sighting of possible projects and technologies to the demonstration of opportunities in the framework of a technology experimentation platform.

The overall aim is both internally and externally focused.

Internally, to align, synchronize and focus the cross functional Innovation projects and efforts at Allied Command Transformation into a logical and effective, coherent process.

Externally, to foster collaboration with Nations, Industry, and Academia. There is a growing need to better understand, coordinate, and communicate Alliance-driven innovation efforts across Nations, the NATO Headquarter, and Allied Command Operations. This will help ensure that innovation delivers timely, precise products and insights in support of broader transformational objectives.

Background

This year’s edition builds on the success of the Innovation Continuum 2024 edition, providing a platform for the experimentation and demonstration of innovative technologies from deep-tech startups to government research organizations.

The Innovation Continuum is aligned with the requirements of the Warfare Development Agenda Lines of Development, Multi-Domain Operations, and Digital Transformation efforts. This initiative brings an opportunity for NATO Enterprise Bodies and NATO Nations to join Allied Command Transformation’s efforts to further increase the value of innovative products in support of Warfare Development and to accelerate their delivery to the warfighters.

The number of projects in the events has been increasing over the past years, and the delivery of valuable outcomes would not be possible without the active involvement of academia and industry from NATO nations.

The success of Innovation Continuum in 2024 has set a new benchmark for the rapid adoption of emerging and disruptive technologies within Allied Command Operations, facilitating the fast-track operationalization of Artificial Intelligence to enable Multi-Domain Operations, and ensure NATO forces remain at the forefront of operational excellence.

The vision for ACT’s Innovation Continuum is to provide a scalable framework that accelerates the provision of innovative solutions to the military community through experimentation and demonstration.

The Innovation Continuum 2026 scoping phase will be marked at SPARK, from the 24th to the 26th of February 2026 at the GATE INSTITUTE in Sofia, Bulgaria.

SPARK represents the first significant milestone in preparation for the Innovation Continuum’s main event – SHINE – in October 2026. SPARK will provide the platform to define military scenarios for experimentation and identify relevant innovative products to support Multi-Domain Operations and Digital Transformation.

The 2026 edition focus will be Arctic ISR, AI Audacious Training, Layered Counter-UAS Initiative, Next Generation Targeting, Smart Logistics and Sustainment, Electronic Warfare, AI Next Gen C4ISR, Cognitive Warfare and Cyber Resilience.

The Continuum

The 2026 Innovation Continuum will be organized around four sequenced phases of scoping, scenario development, integration, and demonstration/experimentation. Each of the phases will be finalized at these milestone events:

  • SPARK (scoping) – 24-26 February 2026 at the GATE INSTITUTE in Sofia, Bulgaria
  • IGNITE (scenario development) – 05-07 May 2026, University of Warsaw, Warsaw, Poland
  • GLOW (integration) – September 2026, COVE Research Center, Halifax, Canada
  • SHINE (experimentation/demonstration) – October 2026, COVE Research Center, Halifax, Canada

SPARK is the launchpad of the Innovation Continuum. It’s where bold ideas take flight. This event brings together innovators from NATO nations, industry, academia and startups to identify cutting-edge technologies that can enhance NATO’s ability to operate across multiple domains.

The focus is on creating innovative products and concepts that support Multi-Domain Operations, Digital Transformation, and the deployment of autonomous systems. The insights and outcomes of SPARK define the scope of the entire Innovation Continuum cycle. This early alignment ensures that the most promising technologies are further explored and tested in later stages, with the aim of integrating them into the capability development process. SPARK is where the NATO innovation journey begins.

Building on the foundation laid by SPARK, IGNITE transforms raw ideas into structured plans by refining projects and technologies introduced at SPARK. At this stage, experts from across NATO, industry and academia, including top performers from innovation challenges like the TIDE Hackathon, come together to design detailed operational scenarios. The event focuses on translating innovative concepts into real-world use cases, striving for rapid adoption of new technologies. IGNITE is the critical bridge between imagination and implementation, refining scenarios, validating solutions, and setting the stage for practical experimentation.

This phase marks the transition from planning to real-world experimentation. This is where selected technologies and concepts move beyond the drawing board and into the field for hands-on testing. Building on the groundwork laid during SPARK and IGNITE, GLOW focuses on integrating, stress-testing, and validating the most promising solutions in realistic, mission-relevant scenarios.

Participants from across NATO, industry and academia engage in intensive workshops, technical trials, and collaborative exercises designed to evaluate the performance, adaptability, and interoperability of these innovations. GLOW plays a critical role in ensuring that each solution is not only technically sound, but also ready for operational deployment.

SHINE is the grand finale of the Innovation Continuum. It’s where months of collaboration, testing and refinement come together in a live demonstration of future capabilities. Startups, research institutions, and NATO entities showcase cutting-edge solutions developed throughout the cycle, proving their value in real-world military scenarios and evaluating the results achieved. SHINE highlights how innovation can accelerate NATO’s operational readiness, particularly in areas like Multi-Domain Operations, autonomy, and critical infrastructure protection. This final event is more than a demonstration; it’s a way for NATO to test and integrate innovative solutions into its warfare development efforts.
