From 15 to 19 February, a NATO Senior Officials Strategic Communications (STRATCOM) Familiarization Seminar took place in Madrid, requested by the Spanish Joint Operations Command. The Seminar counted on the presence of twenty general officers and three civilian officials, from the ministries of Foreign Affairs and Interior, as well as from the National Security Council staff.
The Seminar, counting on the support and guidance from Allied Command Transformation (ACT), was directed by NATO School Oberammergau (NSO), which sent a Mobile Education and Training Team (METT) to Madrid. The contents were based on the regular resident Senior STRATCOM Course in Oberammergau, adapted to the reduced time availability and main interests of the general officers.
The Spanish Chief of Defense, Admiral Fernando García Sánchez, pronounced the inaugural speech, highlighting the importance of this concept for NATO and for Spanish commanders. The keynote speech followed, provided by the director of the STRATCOM Center of Excellence in Riga, Mr. Janis Sarts. Col. Javier Alejandre, SACT STRATCOM advisor, closed the last day outlining the near future of the concept in NATO.
This event reflects, on the one hand, the importance that STRATCOM has acquired in NATO, as a fundamental tool to shape the information environment in support of Alliance policies, operations and activities. On the other hand, it also underscores the national effort of Allies, in particular of Spain, implementing their own adapted procedures in accordance with NATO.
The participants expressed their satisfaction with the results, considering the valuable time they devoted to this activity. The conclusions contributed to improve Spanish internal policies on the subject, fostering national involvement in the Alliance STRATCOM initiatives.
