
JATEC
The Joint Analysis, Training And Education Centre, or JATEC, is a new joint NATO–Ukraine organization activated by order of the North Atlantic Council on December 16th, 2024. JATEC is part of the NATO Command Structure and directly subordinate to Headquarters, Supreme Allied Commander Transformation.
JATEC's Role
JATEC, as one of the important pillars of the NATO-Ukraine evolving jointness, is to provide for the NATO-Ukraine interoperability, to contribute to the development of NATO’s and Ukraine’s transformation in deterrence and defence, crisis prevention, crisis management and cooperative security. JATEC identifies and supports to apply lessons from Russia’s war against Ukraine.
A Unique Organization
The JATEC, as the first joint NATO-Ukraine civil-military organization, will play a transformative role in enhancing collective security. It will serve as a catalyst for strengthening NATO-Ukraine relations and delivering rapid solutions and long-term benefits for both NATO and Ukraine. The establishment of the JATEC marks a significant milestone in the NATO-Ukraine relationship, reaffirming NATO’s commitment to Ukraine as outlined in the Washington Summit Declaration.
KEY INFORMATION
On February 15th, 2024, the NATO-Ukraine Council Defence Ministers took the political decision to endorse the establishment of the NATO-Ukraine JATEC in Bydgoszcz, Poland. The JATEC is “a pillar of the NATO-Ukraine relationship and joint organization providing analytical, education and training capabilities to jointly identified and apply lessons from Russia’s war against Ukraine and embedding these in strategy, policy, doctrine, tactics and operations, and to provide support to the successful achievement of interoperability objectives”.

TESTING OPPORTUNITY FOR NATO TECHNOLOGY
- NATO is undergoing a major digital transformation on the road to becoming a Multi-Domain Operations-enabled Alliance.
- The first step of this process is moving all NATO networks to cloud technology, including NATO’s classified networks.
- This not only provides enhanced security but also gives the Alliance a more mobile workforce.
- Once data is in a classified cloud environment it can be coupled with AI tools to give commanders instant, actionable insights when they need them most.
- The first place NATO will see these technologies at work is at JATEC.
WHAT MAKES THE JATEC UNIQUE
- It is the NATO Centre (military and civilian) where NATO identifies and apply lessons from how Russia is fighting its war in Ukraine and supports Ukraine to develop initiatives for crisis prevention and management and cooperative security.
- It’s a working level organization of the NATO Command Structure, under Supreme Allied Commander Transformation Admiral Pierre Vandier, with embedded Ukrainian personnel.
- It’s a unique kind of civilian-military institution “sui generis” between NATO and a Partner Nation.
- It provides interoperability between Ukraine and NATO.
