Students from the Norwegian Defence College Senior Executive Course visited Headquarters, Supreme Allied Commander Transformation (HQ SACT) March 14.
The students, led by Norwegian Air Force Brigadier General (Retired) Thor Gulbrandsen, received command briefings on topics including ACT’s perspective on the Lisbon Summit and the way ahead, NATO Defence Planning Process and Capability Development, Comprehensive Approach, Collaborating with Industry, and Global Commons.
Also while in the Norfolk area, the students attended a briefing from U.S. Navy Vice Admiral Daniel Holloway, Commander, U.S. Second Fleet and Director, Combined Joint Operations from the Sea Centre of Excellence.

Allied Command Transformation (ACT) hosted the NATO-wide Executive Development Programme (NEDP) Resident Module in Norfolk, Virginia March 7-11.
The ACT residential module focused on ACT’s roles and responsibilities. ACT leadership provided various briefs on ACT, the new Strategic Concept, Comprehensive Approach, Defence Planning, Capability Development, Concept Development and Experimentation, Support to Operations Training, Cyber Defence and Post-Lisbon Partnerships.
Sponsored by NATO Headquarters, the aim of the NEDP is to build and develop a network of NATO civilians, in grades A1-A5, with talent and potential from across the Alliance.
The NEDP enhances their knowledge of NATO, its identity and core values, as well as give an insight into a rapidly changing world.
The academic partner for the NEDP is the European School of Management, which coordinates the entire programme.
The programme includes five residential modules, which are run at the Business School London, NATO Defence College (NDC), NATO School Oberammergau (NSO), Headquarters, Supreme Allied Command Transformation (HQ SACT) and NATO Headquarters. The programme also includes four distance-learning modules.

Allied Command Transformation (ACT) recognised the Headquarters Supreme Allied Commander Transformation (HQ SACT) 2010 Junior and Senior Outstanding Military Members of the Year in an awards ceremony March 10.
ACT Chief of Staff, Royal Navy Vice Admiral Robert Cooling, presented U.S. Navy Petty Officer 1st Class Carla Burdt and U.S. Navy Petty Officer 2nd Class Steven Moore with awards and plaques.
“The Junior and Senior Outstanding Military Member of the Year Awards are significant and are accolades which are never taken lightly,” said Cooling. “I firmly believe that people remain the most important asset of any organisation. So it follows that I regard being able to publicly recognise professional and personal excellence as a tremendous privilege and, as such, today’s event is something I take personally.”
Both service members were recognised for their outstanding service and dedication to Allied Command Transformation (ACT) and the mission of the Alliance.
Burdt and Moore were also recognised by ACT Senior Enlisted Leadership, the U.S. Navy League, Norfolk NATO Festival, International Senior Rates Mess and the Morale and Recreation Committee.
Burdt, who has served 12 years in the U.S. Navy, is a journalist in ACT’s Public Affairs Office, where she is responsible for media coverage of key ACT events. Additionally, Burdt is the editor of ACT’s command publication - The Transformer.
“This is truly a great honour, to be presented with the title of Senior Military Member of the Year,” said Burdt. “Since checking into this command, I have had the opportunity to meet the most interesting people and tell the public about ACT and the great things we accomplish here.”
Moore, a U.S. Navy yeoman, provides administrative support to the Deputy Chief of Staff for Capability Development (DCOS CD) Division where he is responsible for planning, management and execution of the daily schedule, travel activities, correspondence and files – in a high-tempo front office environment.”
“I believe I was selected because of the hard work I put in up in DCOS CD’s Front Office. A strong work ethic is very important,” said Moore. “I definitely feel proud about the selection. It always feels good to be recognised for the work I do.”
Both members competed against several of their peers during a selection process that encompassed uniform presentation, board presentation while answering questions for a panel of senior international non-commissioned officers, chain of command recommendations and contributions to the Alliance.

Deputy Supreme Allied Commander Transformation, Polish Army General Mieczyslaw Bieniek, was one of two keynote speakers at the NATO Senior Officer Policy Course on February 7th. The other was Chief of Staff SHAPE, German Air Force General Manfred Lange.
The Senior Officer Policy Course is one of the flagship courses at the NATO School in Oberammergau, Germany. During his speech, Bieniek reflected on the impact that the Lisbon summit will have for NATO’s future. He also highlighted the areas where ACT is taking the lead, such as Comprehensive Approach and Capabilities Development.
Furthermore, he stressed the importance of NATO partnership programmes.During the visit, Bieniek also participated in a round table discussion with NATO School staff where they provided him with an overview of NATO School operations and new initiatives.

Headquarters, Supreme Allied Commander Transformation (HQ SACT) recently hosted the National Reserve Forces Committee (NRFC) Mid-Winter Meeting where delegates from 24 nations shared ideas and expressed views centred on the new Strategic Concept and its impact on defence planning and transformation of reserve forces.
