The Conference, hosted by the UK Development Concepts and Doctrine Centre was led by the partnership of Headquarters Supreme Allied Commander Transformation and the US Joint Staffs. The International Concept Development and Experimentation Conference provided a forum for the international Concept Development and Experimentation community to discuss the current issues of concept development and experimentation in the capability development process.
The International Concept Development and Experimentation Conference included workshops that discussed current issues prevalent to future concept development and capability processes, such as Command and Control, integration of non-lethal weapons and disruptive technologies. Improvements in technology continue to affect the way military forces operate, and the workshops allowed open and frank discussions to better understand how new technologies may be employed.
British General Chris Deverell, Commander UK Joint Forces Command delivered the keynote address, presenting the UK Strategic view and operating concept, including the need to gain and maintain the advantage in an era of evolving global challenges and shifting paradigms. The strategy consists of an “international by design” approach anchored by NATO, including engagement, which is fundamental to UK prosperity as well as continued access to the global commons.
Lieutenant General Sir David Capewell moderated a panel consisting of Professor Sir Lawrence Freedman, Major General Thomas Deale, United States Air Force, Admiral Manfred Nielson, Deputy Supreme Allied Commander Transformation and General Chris Deverell.
Addressing the challenges of leadership when trying to innovate, a recurring theme was the need to create a culture change within the military to better enable innovation while reducing the fear of risk.
The International Concept Development and Experimentation Conference built from the recent Innovation Week that took place at Allied Command Transformation, and will inform the upcoming Chief of Transformation Conference, taking place in Norfolk, VA in mid December 2017.
