NATO Education Training Exercise and Evaluation (ETEE)
NATO plans and conducts education, individual and collective training, exercises and evaluation at strategic, operational and tactical levels. Therefore, policy documents exist to provide a guideline to all ETEE related activities. The overarching document is the MC 458/2, NATO ETEE Policy and all Bi-SC directives are derived from it.
MC 458/2, NATO ETEE Policy. The aim of this document is to provide general ETEE direction and guidance to Strategic Commands, and to establish a standardized ETEE policy throughout NATO. It covers all ETEE activities conducted by nations and NATO to prepare the NCS and NFS as well as Non-NATO Troop Contributing Nations for current and future NATO led-operations.
Derived Bi-SC directives are: Bi-SC 75-2, Education, Training, Exercise and Evaluation Directive, The Bi-SC 75-3, Exercise Directive and Bi-SC 75-7, Education and Individual Training.
Improved coordination of ETEE to enhance professionalism, interoperability and standardization among Alliance and partner forces, with particular emphasis on supporting operations, is done through the NATO Training Group (NTG).
Education and Individual Training (E&IT)
E&IT focuses on the instruction of personnel to enhance their capacity to perform specific functions and tasks. Commanders, staffs and augmentees require information on educational and individual training requirements related to their assigned posts within current and future operations. The E&IT management system Individual Training and Education Programme (ITEP) and its electronic version (e-ITEP) can identify, classify, catalogue (ETOC), priorities, and manage all education and individual training requirements within NATO. E&IT is provide to personnel through Education and Training Facilities (ETFs) and Advanced Distributed Learning (ADL).
Collective Training & Exercises
The Military Training and Exercise Programme (MTEP) is a five-year collective training and exercise programme directing NATO military commands at all levels, to conduct exercises in direct support of SACEUR’s Annual Guidance for Education, Training, Exercises and Evaluations (SAGE). All collective training and exercises at the Component Level and above for NATO Command Structure (NCS) and all NATO Force Structure (NFS) collective training and exercises at the Component Level and above when directly involved with NATO Response Force (NRF) preparations, shall be programmed into the MTEP. It provides detailed information on collective training activities, exercises, and related activities scheduled for the next two years, and outlines information for the following three years. Updates and changes to the MTEP occur frequently. The MTEP is critical for preparing NATO Military Forces to accomplish their assigned missions.
The Electronic Military Training and Exercise Program (eMTEP) is a web based programme designed to assist exercise programmers and planners in the development of NATO Collective Training and operational/strategic exercises. Planners insert exercise details such as training dates, the aim, budget information, etc on the eMTEP which is then visible to other planners. This allows visibility of exercise details to a large audience and facilitates concurrent planning.
This version of MTEP is periodically updated from the official version of the MTEP that resides at NATO Secret Wide Area Network (NSWAN). It contains most, but not all the events that are part of official MTEP due to security clearance of this site.
