In recent years, incidents around the globe have brought into focus the vulnerability of coastal regions. The Indian Ocean tsunami, Hurricane Katrina and flooding episodes in many nations have graphically illustrated the potential devastation that can be wrought by a natural disaster, while the ever present danger of a terrorist attack has the capacity to inflict immense damage on the ports and waterways of the world. Add to these issues the growing understanding that the littoral areas are especially at risk from the consequences of climate change, and it becomes clear that there is an immediate need for prudent civil and military authorities to assess their preparedness.
The Hampton Roads area is the home to the second largest port on the east coast of the United States, and the largest naval base in the world. The area is not only low-lying, but is also vulnerable to the effects of Hurricanes. The Netherlands meanwhile, is one of the most low-lying countries in Europe and home to the port of Rotterdam, the largest in Europe. There is therefore a common interest in this issue between the two regions, and both have much experience, expertise and knowledge that can be shared to mutual benefit.
April 15-16 2008, the annual ACT/ODU Symposium brought together leaders, academics, engineers and emergency responders from both regions to discuss the issues at hand and analyze plans, processes and tools, particularly modelling and simulation, that can be used to mitigate the impact of a disaster from the sea. As well as major speeches from policy makers and panel discussions with key executives, the conference also conducted workshops in key areas such as water management, consequence management, protecting critical infrastructure and emergency response. The conference attendees were from the political, military, business, academic and media leadership of the local, state and national communities.
